On January 7, 1991, Sergeant Manuel “Manny” Tapia of the Arizona Department of Public Safety was fatally shot during a traffic stop on the U.S.-Mexico border in Nogales. During the stop, a suspected drug trafficker, upon being asked to open his vehicle's trunk, fled on foot. Sergeant Tapia pursued the suspect and was shot when the suspect turned and fired at him. Sergeant Tapia died the following morning, on January 8, 1991, at Tucson Medical Center. Later, the suspect was shot and killed by a Nogales police officer. Sergeant Tapia, a U.S. Marine Corps veteran, had served with the Arizona Department of Public Safety for 17 years.
